10-20k imo. maybe 25-30 if you reeeeally wanna spend a couple weeks spamming in kamadan or LA.
stats are nice, skin is kinda bad.
colour doesnt help.

EDIT: as to kdz's pc: for low req shields it's all about the spread between r and al.
this one's got 8, which is very nice. however blue colour subtracts value, then also the skin takes a lot away. there is a gold r8 16al wooden buckler (insc) sitting in high end with an s/b of 50k and not a single bid on it. (it doesnt help that the market is being flooded with blue low req shields)
not saying it's impossible to sell it for 60k, however it's also not impossible to convince someone that the vampiric blade from nicholas is a new wep and sell for 100k. just very unlikely, and takes far more effort than it ends up being worth.
